SAFETY CASE PREPARATION AND REVIEW
It is a legal requirement in many countries ,including the UK, for operators of offshore installations to produce a Safety Case. Safety Cases are complex legal documents with the emphasis on the identification and management of major accident hazards . JCM have many years experience in the production and management of safety cases going back to the first Safety Case required after Piper Alpha. These initial Cases , compiled by JCM at that time, were amongst the first accepted by the Health & Safety Executive.
We have also advised overseas clients , with Semi-Submersible / Jack – Up drilling units or specialist Well Intervention vessels planning on operating in the UKCS for the first time, on Safety Case requirements then acting as client representative / advisor in dealing with the Health & Safety Executive through the full Safety Case process.
JCM can carry out independant reviews of Safety Cases that have been completed by others on your behalf , or if they are due to be resubmitted * We can also assist you in managing Safety Case issues raised by the UK Health & Safety Executive.
*The Offshore Installations (Safety Case) Regulations 2005, Regulation 13 requires a dutyholder to undertake a thorough review of a current safety case within 5 years of either the date on which the current safety case was accepted by the HSE, or the date of the previous thorough review. The purpose of the thorough review is to confirm that the Safety Case as a whole continues to be fundamentally sound.The above comments also apply to COMAH Safety Reports.
